The ýom administration, taking aim almost exclusively at Kern County's oil industry, unveiled a plan Friday to solidify its 3-year-old, de-facto ban on the contentious oil field technique known as fracking.

A proposal released by California's Geologic Energy Management Division would halt issuance of permits for well stimulation treatments, such as fracking, for the stated purposes of protecting life, health, safety, property and natural resources, as well as reducing greenhouse gas emissions.
